America "Fran" Francis Williams was a woman who was found deceased in a vacant public housing complex in Youngstown, Ohio. She was identified by dental records in April 2021.
Williams' disappearance, classified as "endangered missing," went unreported until 1996, despite that her remains had been located a month after she was last seen. She was unrecognizable from decomposition upon discovery inside of a vacant apartment. The interval between death and discovery was believed to be two or three months.
The residence was noted as unkempt, with some evidence suggesting drugs were being used (although it has not been specified whether the decedent had used them herself). Despite this, the coroner could not definitively discern how the then-unidentified woman died, but her death was not suspicious.
In the years following the discovery, renewed efforts were made to resolve the case. Dental charting was performed at some point, and the mandible was kept by authorities. DNA extraction was attempted, yet it proved unsuccessful, with the deteriorated state of the remains specified as the cause.
After local police appealed to members of the public at the end of February 2021 for assistance in identifying three deceased individuals, a tip was called in suggesting that Williams may have been the unknown woman. The match was later confirmed by comparing the dentition of the decedent against records provided by Williams' family. This was announced in early April 2021.
As murder was excluded as a possibility for her death, the investigation concluded after her identification.
