Old Billy is the nickname of an unidentified homeless man found deceased in an abandoned, blue van near 21 Blackburn Avenue. He received his nickname from local children and locals claimed he'd been living under the bridge at the foot of Blackburn Avenue for the prior fifteen years.

Characteristics
