Tracy A. Pickett was a teenage girl who disappeared in 1992. She is believed to have been murdered, although her remains have never been found.
Tracy was last seen attending a party hosted by her friend. Lowell Billy was ogling Tracy, asked her if she was wearing undergarments, and offered her a ride home so she could change her clothes. According to witnesses, Billy's van was equipped with a gun.
